Jay Gruber

Jay Gruber, CPP, currently serves as the Assistant Vice President of Public Safety and Chief of Police at American University, overseeing a progressive police department and emergency management operations since August 2025. Gruber has extensive experience in public safety, including previous roles as Associate Vice-President for Public Safety and Chief Public Safety Officer at Georgetown University, and as Assistant Chief of Police at the University of Maryland, College Park. As a Principal at First-Care, LLC, Gruber specializes in CPR/AED, first aid, and emergency management consulting. A dedicated volunteer, Gruber maintains active memberships with the Montgomery County Volunteer Fire - Rescue Association and Wheaton Volunteer Rescue Squad. With academic credentials including a graduate certificate in Homeland Security Management and a Master’s in General Administration from the University of Maryland Global Campus, Gruber combines education with hands-on leadership in emergency management and public safety.
