Charles later became a Regulatory Surveyor and worked on researching vessel status and survey reports.

In 2004, Payne took on the role of Senior Surveyor in new construction projects, where they verified compliance to classification rules and statutory regulations during fabrication, assembly, and commissioning. Charles also audited shipyard quality systems and conducted inspections of existing vessels.

Payne then held various roles at the American Bureau of Shipping, including Project Management Team Leader, Principal Surveyor for CDS Equipment, and Divisional Lead Surveyor. In these positions, they managed teams, monitored projects, audited surveyor performance, and developed new company policies.
