Gilles is a Principal in Analysys Mason's Cambridge office. He joined Analysys Mason in 2007 and specialises in network economic cost modelling, spectrum valuation and regulatory analysis.
Gilles has significant cost modelling experience, having been involved in the cost modelling of fixed and mobile networks in Ukraine, Norway, France (including overseas departments), the UK, Belgium, French Polynesia, Brazil, Malta, Mexico, New Zealand and Australia. Gilles has presented techno-economic cost modelling issues in open industry and operator meetings during these projects.
In addition, Gilles has experience in spectrum valuation, having been involved in the sale of 900MHz spectrum in Poland, 800MHz in Denmark and 2.3GHz and 3.4GHz in the UK, as well as in writing a white paper for the GSMA to assess the socioeconomic benefit of allocating mobile broadband spectrum in Saudi Arabia.
Gilles has wider regulatory experience including, for instance, helping the shareholder of a fixed operator develop a position on bitstream pricing, helping an East-Asian operator respond to a consultation on spectrum liberalisation, and managing a project for the Australian Competition & Consumer Commission (ACCC) to provide expertise on the regulatory treatment of fixed-to-mobile pass-through.
Gilles had over seven years' professional telecoms experience in the industry prior to joining Analysys Mason. In particular, he worked as a technical project manager for a large European telecoms group, where he led a cross-functional team in sourcing, implementing and testing a multinational IP WAN covering ten countries, and for a European operator, where he led the design and deployment of a metropolitan fibre network.
