Gloria-Ann Norwood

Vice President at Apprio

An accomplished senior human resource executive with more than 30 years of experience and a record of improving the productivity and performance of organizations in government, private industry and education, Gloria-Ann Norwood serves as vice president of operations.

Prior to joining Apprio, Norwood oversaw 12 federal government agency’s multimillion-dollar contracts and more than 100 personnel in leadership positions. She has managed teams supporting the U.S. Department of Agriculture (USDA), Environmental Protection Agency Shared Services (EPA), Environmental Protection Agency Office of Inspector General (EPA OIG), U.S. Department of Veterans Affairs (VA), U.S. Commodity Futures Trading Commission (CFTC), Federal Communications Commission (FCC), U.S. Department of Health and Human Services (HHS), HHS Office of Inspector General (HHS OIG), National Institutes of Health (NIH) U.S. Food & Drug Administration (FDA), Centers for Medicare & Medicaid Services (CMS) and U.S. Nuclear Regulatory Commission (NRC). She also served as program manager for National Security Personnel System (NSPS) performance appraisal application.

A highly decorated Air Force veteran, Norwood was the commander’s principal adviser to a culturally diverse, multi-sector workforce. In this role, she managed matters relating to resource management, financial management, retention, separation, performance management, compensation and training. She also directed development and implementation of administrative and management laws, policies, plans, systems and processes to ensure resources were allocated, administered and accounted for in accordance with organization policies, mission and priorities.
