Victor Tchiboukdjian has gained work experience in various roles in the telecommunications sector. Victor started their career at Axione as an Availability Manager in Project Management in 2015. Victor then worked as a Project Coordinator and Entrepreneur at Touch & Move - Smart City - IoT - Big Data - Projet Issy Grid in 2016. In 2017, they became a Strategy Consultant in the Telecom sector at PMP - Performance Management Partner. Victor joined Bouygues Telecom in 2018 as a Business Strategist before moving to Arcep in 2019. At Arcep, they started as an Advisor in the Business markets unit and later became the Deputy Head of the Optic Fiber unit in 2022.
Victor Tchiboukdjian has a strong educational background in the fields of International Project Management, Finance and Strategy, Computer Systems Networking and Telecommunications, and Data Science. Victor completed an Advanced Master (Mastère spécialisé) at ESCP Business School from 2017 to 2019. Prior to that, they obtained an Engineer's Degree from The Hong Kong University of Science and Technology in 2017, focusing on Computer Systems Networking and Telecommunications/Data analysis. Additionally, they earned a Master's degree from ISEP - école d'ingénieurs du numérique from 2014 to 2017, specializing in Computer Systems Networking and Telecommunications/Data science.

Arcep, expert and neutral referee to the status of independent administrative authority, is the architect and guardian of the exchange networks in France. The Authority is generally fighting against all forms of silos that could threaten the freedom to trade on the networks, and is interested in the new intermediaries that are the major Internet platforms.
