Stephanie Elzenga

Stephanie Elzenga has extensive experience in legal counsel and compliance within the healthcare sector, serving as General Counsel and Administrative Counsel at the Arizona Department of Health Services from April 2019 to October 2022. In this role, Stephanie also acted as the HIPAA Privacy Officer. Subsequently, Stephanie held the position of Deputy General Counsel at the Arizona Health Care Cost Containment System (AHCCCS) from October 2022 to April 2024, focusing on privacy compliance and regulatory matters. Prior experience includes serving as an Assistant Attorney General at the Arizona Attorney General's Office from August 2013 to April 2019, specializing in legal research and government-related issues, and as a Law Clerk at the Pima County Public Defender in 2013. Stephanie holds a JD, Cum Laude, from Thomas Jefferson School of Law and a Graduate Certificate in Health Information Privacy, Compliance and Data Security from the University of Arizona, James E. Rogers College of Law.
