Todd Mills

Assistant Director, People, Continuous Improvement, And Facilities at Arizona Department of Revenue

Todd Mills has a diverse work experience that spans over several industries. Todd started their career in the manufacturing sector, working for Toyota North America. Todd served in various roles, including Corporate Manager of Safety Engineering and Corporate Human Resources Manager. Todd implemented safety systems and standards and oversaw occupational and construction safety for Toyota's plants and facilities in North America.

In 2016, Todd became the President of LS2 - Lean Safety Leadership Solutions, where they partnered with clients to develop lean cultures that improved safety, quality, and morale while reducing costs. Todd used lean principles and "mendomi thinking" to achieve these goals.

From 2019 to 2020, Todd worked as the Regional Director of EHS & Risk at Okland Construction, leading the Arizona EHS and Risk team. Todd incorporated lean principles into the department's processes and developed initiatives for team development.

Currently, Todd is the Assistant Director of People, Continuous Improvement, and Facilities at the Arizona Department of Revenue. Todd leads the Human Resources and Continuous Improvement teams, implementing lean principles to foster teamwork and problem-solving in order to better serve the taxpayers of Arizona.

Todd Mills completed their Bachelor of Arts (B.A.) in Industrial and Organizational Psychology from Marshall University from 1981 to 1985. Todd then pursued their Master of Arts (M.A.) (all but thesis) in Industrial and Organizational Psychology from Murray State University between 1986 and 1988.
