Shane Barker

Program Director, Policy and Governance at ARServices

Shane Barker has extensive work experience in various roles related to government contracts, policy development, strategic planning, and business process improvement.

Starting in 2021, Barker became the Program Director for Policy and Governance at ARServices, where they manage a $25M project portfolio and provides policy, governance, and communications expertise to federal agencies.

Prior to that, from 2014 to 2021, Barker worked at CALIBRE Systems, Inc. in multiple roles. As a Project Manager in the Business Optimization Division, they managed programs with concurrent task orders averaging $2.2M per year and supported the transformation of a Defense Counterintelligence and Security Agency project. From 2007 to 2010, Barker worked as a Legislative Assistant at the Air & Space Forces Association, where they coordinated policies with Air Force leaders and executed briefings on Capitol Hill.

Barker's experience also includes working as a Legislative Aide for U.S. Senator Robert C. Byrd from 2006 to 2007, where they served as the appropriations liaison and engaged with stakeholders on defense, national security, and VA issues specific to West Virginia.

In their role as a Legislative Correspondent for Congressman Nick J. Rahall II from 2004 to 2006, Barker drafted responses to constituents, performed data analysis, and coordinated Capitol and White House tours.

Barker began their career as a Legislative Intern at the WV Higher Education Policy Commission in 2004, where they analyzed and tracked legislation related to higher education in West Virginia and briefed senior administrators on pending legislation.
