Toru Kobayashi

Toru Kobayashi is an experienced professional in Olympic accreditation and international relations, currently serving on the Technical Working Group for the Association of National Olympic Committees since September 2023 and involved with the Japanese Olympic Committee in sports delegation services and international relations since January 2022. With a significant history at the International Olympic Committee, including roles as Accreditation Advisor and participating in major Olympic events such as Tokyo 2020 and Vancouver 2010 as Head of NOC/NPC Services and Director of Accreditation respectively, Kobayashi has played a pivotal role in developing accreditation processes, notably introducing the combined Olympic Identity and Accreditation Card during the Nagano 1998 Games. Kobayashi holds a degree from Keio University, completed in 1989.
