Dorothy Winters is an experienced professional in project and program management, with a focus on energy transition and offshore wind sectors. Currently serving as Project Leader at Industriecluster Rotterdam-Moerdijk since August 2024, Dorothy oversees assignments related to industrial infrastructure projects and policy impact management.
