Charles Taylor is an accomplished political scientist and educator with extensive experience in public administration and policy. Currently serving as Associate Professor Emeritus and Associate Professor at Ball State University since 2008, Taylor also holds positions as Senior Fellow, Managing Director, and CPM Coordinator at the Bowen Center for Public Affairs, focusing on professional development for public managers. Previously, Taylor was an Assistant Professor and Research Associate at Clemson University, where basic analyses of the fiscal impacts of growth in local governments were conducted. Earlier career roles included Assistant Utilities Manager and System Operations Supervisor at Poplar Bluff Municipal Utilities. Taylor holds a PhD in Policy Studies from Clemson University, an MS in Public Administration from Southeast Missouri State University, and a BS in Electrical Engineering from the University of Missouri-Columbia.
