Jen Kirschner

Director, Prenatal/postpartum Behavioral Health at Baltimore City Health Department

Jen Kirschner has a diverse work experience in various roles. Jen started their career as a Nanny in 2008 before moving on to work as a Host for Starr Restaurant Organization and Executive Assistant for Debt Resolution Consultants in 2009. Jen also interned at Planned Parenthood during that time. In 2010, they worked as a Consultant for Griffin Technologies, Inc. In 2011, they served as a Graduate Intern at House of Ruth Maryland, where they focused on program evaluation and support groups for victims of intimate partner violence. Jen then became the Executive Director of Baltimore Harm Reduction Coalition from 2012 to 2014. Jen joined Behavioral Health System Baltimore as an Overdose Fatality Review Coordinator & Overdose Response Trainer in 2015, and also started working at Baltimore City Health Department in 2015. At the City Health Department, they successively held the positions of Program Manager for Preventing Substance-Exposed Pregnancies (PSEP) from September 2015 to June 2018, Program Director for Preventing Substance-Exposed Pregnancies from July 2018 to July 2019, and Director of Prenatal/Postpartum Behavioral Health from July 2019 to the present. In 2017, they founded their own consulting firm called Bluma Consulting, where they provide services related to behavioral health, harm reduction, and more.

Jen Kirschner holds a Master of Science in Public Health (MSPH) degree from the Johns Hopkins Bloomberg School of Public Health, which they earned between 2010 and 2012. Jen also received a Bachelor of Arts (A.B.) degree in Psychology from Vassar College from 2004 to 2008. In 2011, they attended the Indigenous Health Leadership Institute to study native health, and they participated in a study abroad program at New York University in Prague in 2007. Additionally, they have obtained several certifications, including being a Notary Public for the State of Maryland since February 2016, obtaining the Certified Health Education Specialist (CHES) certification from the National Commission for Health Education Credentialing, Inc in October 2011, and completing training as an Opioid Overdose Responder & Trainer through the Harm Reduction Coalition in 2011.
