David B. Stern is an accomplished bioinformatics and computational genomics specialist with extensive experience in various research institutions and organizations. Currently serving as an Associate Principal Investigator at Battelle National Biodefense Institute since June 2022, Stern contributes to the National Bioforensic Analysis Center. Previously, Stern worked at Medical Science & Computing as a Computational Genomics Specialist for the Bioinformatics and Computational Biosciences Branch of NIAID/NIH. As a postdoctoral trainee at the University of Wisconsin-Madison, Stern developed computational methods for genome-wide chromatin interactions and managed diverse project teams. Stern's early career included significant research on adaptation to novel environments and the establishment of a Genomics Core at The George Washington University, where a PhD was obtained in Biology. Stern's foundational work as a Laboratory Technician at GeneDx involved high-throughput genetic sequencing.

Battelle National Biodefense Institute, LLC (BNBI) manages and operates the National Biodefense Analysis and Countermeasures Center (NBACC) as a Federally Funded Research and Development Center (FFRDC) for the Department of Homeland Security (DHS). The NBACC mission is to provide the scientific basis for characterization of biological threats and bioforensic analysis to support attribution of their planned or actual use. BNBI Corporate Governance - The Battelle National Biodefense Institute, LLC is a non-profit, single-purpose (i.e., focused solely on the DHS FFRDC contract), company with a Board of Directors and Company Officers - President, Treasurer and Secretary. BNBI is a wholly owned subsidiary of the Battelle Memorial Institute. Both DHS and the BNBI Board of Directors provide oversight for NBACC/BNBI. The BNBI Board of Directors provides corporate governance implemented through engaged Board Committees and regular interactions. National Bioforensic Analysis Center (NBFAC) mission as delineated by Homeland Security Presidential Directive-10 and FBI requirements, is to establish and maintain "always available" bioforensic analyses and to expand this capability to unknown and future biological threat agents to support attribution investigations. National Biological Threat Characterization Center (NBTCC) mission is to establish the scientific basis for the threat posed by traditional, emerging, enhanced and advanced biological agents and life science-related technologies to support and inform Homeland Security Enterprise (HSE) biodefense preparedness, response and recovery decisions.
