Colleen Sparrow

Colleen Sparrow, CPHR, is an experienced human resources professional with a strong background in workforce strategy and learning development. Currently serving as the Program Lead - Learning Centre at BC Assessment, Colleen drives strategic planning for learning initiatives and manages a skilled team to enhance organizational capabilities. Previous roles include Strategic HR Manager at Emergency Management BC, where Colleen developed various people initiatives, and Strategic HR Planner for the Province of British Columbia, with a focus on competency-based recruitment and workforce planning. Colleen's earlier experience includes leading staff development at Peninsula Co-op and community relations efforts with a focus on public engagement. Colleen holds multiple degrees, including a Master's degree in Dispute Resolution from the University of Victoria and a Master's Certificate in Project Management from York University, complemented by a certificate in Strategic Workforce Planning from the Human Capital Institute.
