David Whitt

David Whitt is currently the Chief Financial Officer at Bigelow Laboratory for Ocean Sciences. Prior to this, they served as the Senior Accounting and Finance Director at the University of Southern Maine from April 2019 to October 2019. In this role, they led the administration of a department of 1200 employees, including the State of Maine Bureaus of IT, HR, Real Estate and Procurement. David also commissioned and facilitated a review of the State's physical plant condition assessments, deferred maintenance, and future needs into a integrated 10-year plan.

From September 2017 to February 2019, David served as the Deputy Commissioner of Operations at the State of Maine. In this role, they were responsible for leading the process for major State procurement decisions, including the selection and procurement of an HR Management ERP cloud SaaS solution. David also facilitated quick improvements in State HR recruiting capability by focusing on branding, re-casting and simplifying our web presence, streamlining the State job application process, and implementing a SaaS solution for recruiting. As a result of these efforts, State applications jumped by 40% in the first quarter after go-live.

David Whitt has a M.S. in Finance from Bentley University and a Bachelor's in International/Global Studies from Boston University.

David Whitt reports to Deborah Bronk, President & CEO. They are on a team with Benjamin Twining - Senior Research Scientist, Steve Archer - Senior Research Scientist, and Karen Stamieszkin - Research Scientist.
