Ocean Mills

Ocean Mills is an accomplished tax professional with extensive experience in state and local tax management and tax controversy. Currently serving as Managing Director and Head of State and Local Tax and Global Tax Controversy at BlackRock since July 2016, Ocean oversees U.S., state, and international tax audits while coordinating internal and external professional staff. Prior roles include Director of Domestic Tax Planning and Strategy at Citi, where responsibilities included domestic tax planning and state legislative drafting, and various tax positions at McDermott Will & Schulte, Lehman Brothers, and PwC focused on tax planning and controversy. Ocean holds a Juris Doctor in Tax from New York University School of Law and a Bachelor of Arts in Sociology from New York University.
