Samantha Boucher

Samantha Boucher is a dynamic leader in political and digital advocacy, serving as the Founder & Executive Director of Arsenal PAC since June 2025, where innovative organizing platforms and accountability tools are developed to empower grassroots movements. As the Founder & Chair of the Board at Trans Liberty PAC, established in February 2025, Samantha focuses on combating the persecution of trans individuals by supporting allies and shaping policy in underserved regions. Samantha co-founded and serves as CEO of Shire, which modernizes volunteer engagement through advanced communication and training technologies since February 2022. Additionally, Samantha contributes as Managing Partner at bld.ai and previously led impactful digital strategies as Managing Director at Turn Left PAC. Samantha's extensive experience includes roles as Deputy Campaign Manager for Ike for Congress CO-04 and Paula Jean for U.S. Senate, along with valuable contributions at C2G Strategies and Culture Aid NOLA. Samantha's educational background includes studies at American Military University from 2014 to 2016.
