Juli Y. Rooks, MBA, MSPM, CSM, has a robust background in workforce training and development, currently serving as an Enterprise Learning Development Advisor at Blue Cross NC since June 2021, where responsibilities include building workforce capability through knowledge and skills dissemination, alongside conducting management consultations to assess learning needs. Previously, Juli held the position of Lead Trainer at CareFirst BlueCross BlueShield from 2015 to 2019, focusing on identifying training needs and developing programs.
