Evaluation & Data Strategy Officer at Blue Shield of California Foundation

Natalia Ibañez (she/her/ella) serves as a program officer in evaluation and data strategy at Blue Shield of California Foundation. She is a seasoned researcher with more than a decade of experience in qualitative and quantitative research methods and evaluation design. Her content areas of expertise include health equity, race equity, and systems change.

Prior to joining the Foundation, Natalia was a senior research associate at a consulting firm, Decision Information Resources, where she led the design and supported implementation of multiple learning and evaluation projects with philanthropic organizations. Natalia is passionate about infusing Culturally Responsive and Equitable Evaluation (CREE) principles and practices into her work. As a Leader in Equitable Evaluation and Diversity Scholar, Natalia has collaborated with colleagues from different organizations in developing knowledge products to advance equity in the field of evaluation.

During her early career, Natalia was a data analyst for the Austin Independent School District. She holds a master’s degree in educational psychology from The University of Texas at Austin and a bachelor’s degree in psychology from the Universidad Iberoamericana in Mexico.
