Luis Otero

Luis Otero currently serves as the Director of International Programs at AV and BlueHalo, with a history of leadership roles in government and industry. Previous positions include Director of Government Business Development at Citadel Defense Company and various senior roles at IAI North America and the United States Air Force, where responsibilities encompassed oversight of developmental and operational test programs, leading test pilot training, and heading teams in electronic warfare systems evaluation. Otero holds a Master's degree in Flight Test Engineering from Air University and a Bachelor's degree in Industrial Engineering from the University of Puerto Rico-Mayaguez.
