Ms. Carter brings more than 20 years of experience in contract Finance, Project Control, and Business Operations serving the Federal Government. As a part of BlueWater for 15 years, she has been integral to the company’s continued growth and evolution. Ms. Carter’s long-standing, trusted relationships with customers and staff are critical to successful contract performance. As the Director of Corporate Business Operations, Ms. Carter oversees Quality, Security, Recruiting, and Project Control functions that support management and operation of a contract portfolio averaging over $70M per year.
