Project Representative For Usace - Walla Walla District at Bonneville Power Administration

Douglas Knapp has extensive work experience in the engineering and wildlife conservation fields. Douglas first worked at the Pend Oreille County Public Utility District as a Summer Intern from 1997 to 2000. Douglas then joined the US Army Corps of Engineers in 2002 as a Hydraulic Engineer and subsequently held various roles, including Chief of Operations and Maintenance, Assistant Program Manager for Dam Safety, and Section Chief for Floodplain Management. Douglas served as a Project Manager for Dam Safety and was responsible for conducting inspections, managing budgets, and coordinating emergency planning exercises. In 2016, Douglas transitioned to the Bonneville Power Administration, where they currently serve as the Engineering Technical Services Lead for the Fish & Wildlife Division. In this role, they provide leadership and oversees engineering services in support of fish and wildlife preservation. In addition, Douglas had temporary managerial positions with the Oregon Fish and Wildlife Implementation project at the Bonneville Power Administration in 2018 and 2020.

Douglas Knapp holds a Bachelor's degree in Civil and Environmental Engineering from Washington State University, which they completed in 2001. Douglas later obtained a Master's degree in the same field from the same university in 2002. Additionally, they pursued further education at Portland State University from 2015 to 2016. Prior to their studies at Washington State University, they attended Montana State University-Bozeman from 1996 to 1998, focusing on Engineering.
