Ctibor Kostal

Ctibor Kostal has extensive experience in public management and policy, currently serving as City Manager for Bratislava since December 2018. Prior to this role, Ctibor was a member of the Civil Service Council from January to December 2018, contributing to the implementation of Slovakia's Civil Service Act. Ctibor also worked at the Slovak Governance Institute from 2007 to 2018, initially as a researcher focusing on public policy issues and later serving as Director, where responsibilities included financial management, strategic planning, and stakeholder engagement. Earlier, Ctibor was an advisor at the Social Policy Institute, providing expertise on programming documents related to the European Social Fund. Ctibor holds an Executive Master of Public Management from Hertie School of Governance in Berlin and dual Master of Arts degrees in Political Science and Psychology from Comenius University in Bratislava.
