Phillip Ramón Leclair is an experienced IT leader currently serving as Acting Assistant City Manager and Chief Information Officer for the City of Pasadena since October 2008, overseeing critical IT operations and digital transformation initiatives. Prior to his current role, Phillip held positions including Interim Executive Director for the newly established Rent Stabilization Department and Deputy Chief Information Officer at Civic Resource Group, where significant advancements in IT strategy and project management were achieved. Earlier career experiences include Technology Services Manager for the City of New York and independent consulting in the entertainment and media sectors. Phillip holds an MBA from NYU Stern School of Business and a Bachelor's degree in Economics from the University of California, Berkeley.
