Chief Operating Officer at British Red Cross

Dorothy Brown is the current chief operating officer at British Red Cross. Dorothy previously worked as the director of operations for benefits and credits at HM Revenue & Customs from January 2009 to June 2019. At HMRC, they were responsible for the delivery of all operational activity relating to Tax Credits and Child Benefit. This included leading a team of 5,000 people who delivered services to 12 million customers with £40 billion of benefit spend.

During their time at HMRC, Dorothy successfully transformed operational performance, delivered the best ever business performance across all areas, and successfully led the HMRC Universal Credit Transition programme in preparation for Tax Credit closure in 2022. Dorothy also successfully managed the recovery and transfer of 250 employees after an outsourcing failure, and led cultural change within Benefits and Credits operations resulting in the highest engagement score levels with HMRC.

In addition, during their 6-month temporary cover as Director of HR Operations, Dorothy successfully led the strategic workforce planning programme to ensure delivery of people transfer into new regional centres and the large-scale recruitment of people in readiness for Brexit. Dorothy also implemented a new operating model for the delivery of all operational HR services to HMRC’s 61,000 employees.
