Elizabeth Lowell

Elizabeth Lowell is a seasoned professional in water infrastructure and sustainability, currently serving as a Senior Planner at Brown and Caldwell since March 2024, where the focus is on addressing challenges in the PNW and beyond related to water management, climate resilience, and water quality. Prior experience includes a role as Program Manager at Chomp, working on food waste conversion, and a significant tenure at HDR as Utility Management Services Business Class Lead, where leadership involved consulting for drinking water, wastewater, and stormwater utilities. Elizabeth also held positions at Harvest Power, Inc., leading project development and planning around organic waste and renewable energy. Earlier in their career, management analyst roles emphasized sustainability and strategic planning, and initial experience included teaching skiing. Elizabeth holds a Bachelor of Arts in International Affairs from The George Washington University.
