Heather Vaughan Joyner

Heather Vaughan Joyner is a seasoned professional in emergency services and communication, currently serving as the Founder and Chief Executive Officer of The PSAP Consulting Group since January 2016, and as the 911 Executive Director at Burke County Emergency Services since October 2022. With experience as the Chief Liaison Officer for the Smart, Safe Cities initiative at eBodyGuard and a management consultant at Stop Workplace Drama | Marlene Chism, Inc., Heather has extensive expertise in organizational leadership and education, having also contributed as an instructor in Law, EMS, and Fire at Halifax Community College and held various leadership roles in emergency communications, including Director of Communications at Halifax County E-911 Central Communications. Heather's academic background includes a degree in Psychology from the University of North Carolina at Chapel Hill.
