David Sandino

David Sandino serves as Senior Staff Counsel and Chief Counsel at the California Department of Water Resources since November 1989, where responsibilities include managing the legal office for the largest state-operated water supply and flood system in the United States, supervising a team of attorneys and support staff, and acting as the lead attorney for Bay-Delta water rights hearings. In addition to this role, Sandino holds various teaching positions as a Visiting and Adjunct Professor at Santa Clara University School of Law, an Adjunct Professor at the University of Nevada, Las Vegas, and previously held positions at several other universities, focusing on water law, environmental law, and related subjects. Sandino's educational background includes a Master of Laws from King's College London, a Juris Doctor from Santa Clara University School of Law, and an AB in Chemistry from the University of California, Davis.
