James Regan

James Regan serves as the Deputy Secretary for Workforce Development at the California Government Operations Agency since April 2023. In this role, James focuses on modernizing recruitment, hiring, and development processes statewide. Previously, James held the position of Assistant Deputy Director for Health Workforce Development at the Department of Health Care Access and Information, emphasizing equitable healthcare access throughout California. James also has extensive experience at the California Department of Public Health, where responsibilities included managing COVID-19 pandemic response activities, leading health policy initiatives, and advising on health data systems. Early career accomplishments include managing community wellness events at UC Merced. James holds a Bachelor's degree in Biological and Biomedical Sciences from the University of California, Merced, and is an MBA candidate at the University of California, Davis.
