Pamela Baxter

Pamela Baxter has extensive experience in the education and assessment sector, particularly in leadership roles focused on English language proficiency testing. From February 2007 to December 2020, Pamela served as Managing Director for IELTS at Cambridge University Press & Assessment, where responsibility included leading the global strategy and delivery of the IELTS test. Additionally, Pamela held the position of Chief Product Officer, driving transformation within the English Product Group towards a more product-led and customer-focused approach. Other notable roles included Managing Director of Cambridge Exams Publishing, where oversight extended to P&L and strategic direction, and Director of Strategic Review and Transformation, focusing on organizational change. Earlier experience includes serving as Global Marketing Manager for IELTS Official and working as a strategy, marketing, and research consultant. Pamela holds an MA in Contemporary British History from Queen Mary University of London and a BA (Hons) in Public Administration from Sheffield Hallam University.
