Philippe Madgin has a diverse work experience spanning various government agencies and departments. Philippe has held the position of Director General and Chief Compliance Officer at the Canadian Transportation Agency since 2022. Prior to that, from 2019 to 2022, they served as a Senior Counsel at the Commissioner of Canada Elections.

From 2015 to 2019, they worked at Transport Canada - Transports Canada, initially as a Legal Counsel, providing expertise in regulatory law enforcement and legal training of enforcement officers. Later, they held the role of Executive Director at the Centre of Enforcement Expertise, where they provided leadership and support to compliance and enforcement programs.

Earlier in their career, Philippe Madgin worked as a Lawyer at the Criminal Law Policy Section of the Department of Justice from 2009 to 2015. In this role, they provided expert legal advice and training on regulatory law enforcement and police powers to federal departments and agencies.

Philippe Madgin attended the University of Ottawa from 1991 to 1994, where they obtained a Bachelor's degree in Criminology and also completed a Bachelor's degree in Political Science. Philippe further continued their education at the University of Ottawa from 1994 to 1997, where they earned a Licence degree in Droit Civil.

The Canadian Transportation Agency (CTA) is an independent, quasi-judicial tribunal and regulator that has, with respect to all matters necessary for the exercise of its jurisdiction, all the powers of a superior court. We oversee the very large and complex Canadian transportation system, which is essential to the economic and social well-being of Canadians. Our decision-makers are regular Members appointed by the Governor-in-Council (GIC) and temporary Members appointed by the Minister of Transport from a GIC-approved roster.
