Mark Ripper

Mark Ripper is the Chief Information Officer and Director of Technology Services for Carroll County Government, a position held since March 1994, where responsibilities include articulating a technology mission and managing substantial IT budgets and personnel. Mark has overseen the establishment of a wide area network connecting thirty-three county locations and provides leadership for enterprise-wide projects across various county departments. In addition, Mark serves as Client Services Manager at Carroll Community College since July 1986, where responsibilities include teaching in the Business and Industry Technology division. Mark also holds the position of Deacon at St. John Catholic Church since April 1988. Mark's educational background includes an MBA in Management and Accounting from Mount St. Mary's University and a BA in Accounting from Loyola University Maryland.
