Penny Carr has a diverse work experience spanning over several years. Penny began their career in 1986 as a Personal Secretary at Davis & Lumsden PA, where they worked until 1993. Here, they gained valuable skills in administrative support and organization. In 1993, Penny joined Carteret General Hospital as an Administrative Assistant, a role they held until 2008. During their time at the hospital, they expanded their responsibilities and became the Director of Home Health and Hospice. Penny's expertise in healthcare administration and management grew during their tenure at Carteret General Hospital.

Penny Carr obtained their Bachelor of Science (BS) degree in Early Childhood Education from Liberty University. Penny attended from 1978 to 1983.
