Mr. Paul DiLeo is President and Founder of Grassroots Capital Management, an impact investment manager based in the US, and since 2003 has launched and advised six impact investment funds with total capital of $300mm to date. Paul has been engaged in development finance since the early 1990s, launching an investment fund in Russia, small business financing programs in Eastern Europe, the Gray Ghost Microfinance Fund, and Grassroots Capital Management. Paul has undertaken numerous program and institutional assessments over the years, ranging from strategic reviews of mission driven companies in the US and India; evaluations of ProFund, AfriCap and World Bank programs in Bosnia; product costing analyses of microfinance institutions; and design of initiatives of the IADB, the Ford Foundation, and the Swedish Development Agency, among others.
In 2013-14 Paul participated in a team providing recommendations to the U.S. Treasury and others on how to enhance support for small and microbusinesses in the U.S. Paul has been a director of numerous microfinance institutions and impact investment funds, and has been a member of the advisory bodies of many microfinance and impact industry associations.
Paul has written and spoken extensively on how best to design and deliver on the potential of social and impact investing and was recognized as a “B Corp Champion” in October 2014. Before his work in development finance, Paul worked for 12 years at the US Treasury and Federal Reserve focused on international finance and capital markets and earned an M.A. in Economics at Boston University.
