Construction Unit President at CDM Smith

Frank Terrasi is currently the Construction Unit President at CDM Smith. Prior to this, they served as Vice President and District Manager for PCL Construction from January 2013 to July 2016. In this role, they were responsible for the Rocky Mountain Region and was one of six Vice Presidents for the company in the United States. Frank was brought into the role to turn around an underperforming District through strategic business leadership, fiscal, and staff oversight. Frank was accountable for profitability, safety, and delivering projects to clients as promised.

During their time as Vice President and District Manager, they led an 8-member Senior Management team focused on client development, cost and forecast reporting, risk assessment, and complex problem resolution. Frank effectively managed the team to ensure deadlines were met and fiscal goals were achieved. Frank was also responsible for staff development and mentoring, facilitated interviewing and hiring for all key office and senior project-level positions, delivered performance reviews and corporate training modules, and approved and handled terminations for tenured or senior employees as necessary.

Some of their key achievements within the role include being an effective Change Agent within the District and providing exceptional leadership for employees with a focus on playing to staff strengths in order to reach and exceed strategic goals. Frank also won JDE Thompson's District of the Year Award in 2015 due to outstanding U.S. District financial performance.

Some specific projects they have accomplished include Colorado State University's Aggie Village and Laurel Village - LEED Platinum project creating nearly 2K student units, RTD Light Rail Maintenance Facility - LEED Platinum design-build, Emily Griffith Downtown Campus - oversaw a design-build for Denver's 1st vertically integrated campus serving as housing for the Denver Downtown Expeditionary Charter Schools, the Emily Griffith Technical College, and Denver Public Schools Headquarters, Minot Airforce Base - B52 Airplane Hanger and Maintenance Facility design-build, and multiple Aspen and Vail hospitality and public projects.

Frank Terrasi obtained a Bachelor of Science in Civil Engineering & Environmental Engineering from Purdue University. Frank is certified by the State of North Carolina in General Contractor's License and by the State of Florida in General Contractor's License.
