Henry Palancar is the Chief Operating Officer of CDR Maguire’s Emergency Management division, Henry is responsible for providing vision and governance, managing operations, and promoting business development.

His experience and leadership have been focused on developing and delivering technology-driven business services and solutions, providing outstanding client service, and driving profitable revenue growth.

He is a graduate of the George Washington University School of Engineering and Applied Science with a degree in Mechanical Engineering. Throughout his career, Henry has worked at top engineering and consultancy firms on emergency management, housing, green infrastructure, and environmental programs.

Henry has held essential roles overseeing operations in New York City’s Build It Back, Governor’s Office of Storm Recovery (GOSR), and New Jersey’s Reconstruction, Rehabilitation, Elevation, and Mitigation (RREM) programs, totaling a congressional allocation of $60 billion in disaster relief aid.

Within the realm of housing, Henry has worked closely with Housing and Urban Development (HUD), the Southern District of New York (SDNY), and the Federal appointed monitor to oversee the country’s largest housing authority, comprised of over 400,000 residents, NYCHA. Henry’s primary contribution involved building a model based on data-driven analytics to promote the operational excellence of large-scale infrastructure rehabilitation programs.

In the past year, Henry has consulted the State of Oregon on the wildfire response and recovery program for the destructive 2020 fires. Henry coordinated the environmental efforts, ultimately ensuring minimal negative environmental impacts throughout the States recovery.
