David Culver

David Culver serves as the County Council Manager for Cecil County Government since November 2022, advising on policy and fiscal matters while acting as a liaison between the County Council and various departments. With extensive experience in government roles, Culver has held positions such as Deputy Director of Planning and Zoning in Harford County, Code Enforcement Manager in Newark, and General Manager for New Castle County’s Department of Land Use. Culver’s educational background includes master's degrees in Planning and Administration and Urban and Regional Development from the University of Iowa, as well as a bachelor's degree in History and Political Science from the University of Delaware.
