Shelly J. Spalding is the CEO of The Center for Mental Health. Shelly has over 20 years of experience in the field of mental health, with a focus on administration and policy. Shelly has a long history of working in various organizations devoted to improving mental health care.
Shelly began their career in 1997 as a Field Representative with the Long Term Care Authority. In this position, they coordinated field operation activities for the implementation of a statewide Medicaid waiver covering home and community-based services for frail elders and adults with physical disabilities. Shelly also conducted Medicaid audits for agencies providing services through the waiver. In 1999, Shelly was promoted to Survey Team Auditor / Trainer, where they developed ongoing quality assurance standards and implementation strategies.
In 2013, Shelly became the CEO of Behavioral Healthcare Inc. As CEO, they were responsible for the proper and efficient operation of the organization from both a professional and administrative standpoint. Shelly created and implemented operating plans and policies that supported the strategic direction set by the Board, and promoted a culture that reflected the organization’s values. Shelly also managed the organization's resources within budget guidelines and acted as a liaison between the organization and the community. In 2016, Shelly left Behavioral Healthcare Inc. to become the CEO of The Center for Mental Health.

Shelly J. Spalding has a Master's Degree in Counseling Psychology from the University of Central Oklahoma.
