Rocky Fernandez has a strong background in community organizing, government relations, and strategic communications. With experience in various roles including Director of Government Affairs at the Center for Sustainable Energy, District Director at the Office of Senator Bob Wieckowski, and President of California Young Democrats, Rocky has managed campaign strategies, led outreach efforts, and played key roles in various organizations focused on environmental sustainability and youth engagement. Graduating with a BA in Political Science & Mass Communications from the University of California, Berkeley, Rocky continues to make a significant impact in the field of public service.

We effectively, efficiently and equitably launch, manage and optimize incentive programs valued at over $4 billion including: • The largest, longest-running EV incentive program in the U.S. • The largest statewide EV charging infrastructure program in the U.S. • The largest solar program for multifamily affordable housing in the U.S. CSE’s fee-for-service business model frees it from the influence of shareholders, members and donors, and ensures its independence.
