R C currently serves as Deputy Director and Deputy Chief Federal Adjudicator for a healthcare-related federal appeals entity at the Centers for Medicare & Medicaid Services since April 2015. Previously, R C held the position of Attorney - Health Policy, acting as a federal lead on Medicaid/CHIP enrollment policies and contributing to the establishment of federal guidelines for eligible ABLE Act participants. From May 2007 to April 2015, R C worked as Senior Attorney and Appeals Officer for the Medicare Appeals Council within the U.S. Department of Health and Human Services. R C began working at the Centers for Medicare & Medicaid Services in August 2003 as an Attorney, having previously been a Presidential Management Fellow. R C holds an MA in Epidemiology, Healthcare Administration, and Medical Ethics, and a JD in Health Law and Business Law from Case Western Reserve University.
