Greg Norby

Deputy General Manager at Central Contra Costa Sanitary District

Greg Norby currently serves as the Deputy General Manager at the Central Contra Costa Sanitary District, overseeing infrastructure systems capital planning and district-wide operations and maintenance since April 2023. Previously, Norby held the position of Assistant General Manager for the Wastewater and Stormwater Enterprise at the San Francisco Public Utilities Commission from June 2018 to May 2023, managing an extensive workforce and a $350 million operating budget. Earlier experience includes serving as General Manager at the Ross Valley Sanitary District from February 2013 to June 2018, and the Mammoth Community Water District from November 2008 to January 2013, providing comprehensive water and wastewater services. Norby also worked as Water Utility Manager for the City of Redding from 2006 to 2008 and as a Water Resources Engineer and Project Manager at CH2M HILL from 1993 to 2006. Educational credentials include a Bachelor of Science in Civil Engineering from California State University, Chico, and a Master’s degree in Civil Engineering, Water Resources from Utah State University.

Central Contra Costa Sanitary District

The Central Contra Costa Sanitary District (Central San) has been protecting public health and the environment by collecting and cleaning wastewater from the residents and businesses of central Contra Costa County since 1946. Whatever goes down their toilets and drains travels through our vast 1,500 miles of sewer system to our award winning treatment plant in Martinez, where we clean over 13 billion gallons of wastewater each year. Most of that water is safely cleaned and released into Suisun Bay. An additional 2 million gallons each day of recycled water is produced for landscape irrigation and industrial uses. Central San also operates a one of the most highly successful Household Hazardous Waste Collection Facilities in the nation and sponsors 13 pharmaceutical collection bins.
