Constantino Xavier

Constantino Xavier is a distinguished academic and policy expert specializing in Indian foreign policy, strategic affairs, and South Asia regional security. Currently serving as a Senior Fellow at the Centre for Social and Economic Progress and a Nonresident Fellow at The Brookings Institution since July 2018, Xavier previously held a fellowship at Carnegie India.
