Raymond Huber

Vice President, Contracts and Financial Services at CEXEC

Raymond Huber has over 20 years of experience in contract and financial services, program management, and operations coordination. Raymond began their career in 1980 as an Operations Coordinator/Intel NCO with the US Army. In this role, they forecasted, implemented, and managed operational and housing budgets exceeding $1.5M. Raymond also procured home furnishings and negotiated building purchases/rental agreements, servicing contracts, and hiring of foreign domestic personnel. Huber then served as a Senior Instructor, where they instructed a 17-week Korean language-based voice intercept operator course to entry-level military students. In this role, they prepared and presented classified lectures, supervised laboratory exercises, introduced vocabulary, administered performance and written examinations, and counseled students. Raymond then became a Supervisor, Voice Interceptor Operator - Korean Language, where they supervised 17 personnel during sensitive collection of highly perishable intelligence information in the Korean language.

In 1995, Huber joined CEXEC, Inc. as Vice President, Contracts and Financial Services. Raymond provided contract administration, financial and program management support to the Federal Aviation Administration (FAA) Telecommunications Infrastructure contract. Raymond directly supported FAA senior leadership advising on all contract funding requirements, negotiating position, expensing direction, and creation of all funding documents through the FAA's online financial management system. Raymond then served as Senior Financial Analyst and Program Manager, responsible for overall program/contract management of 20 GSA Schedule orders. In this role, they were the Deputy Director of a 60-person sector providing management services to government clients, budget and cost control assistance, liaison with divisional and corporate staff, and first line supervision of 30 personnel. Their operational activities included development and maintenance of databases for tracking of GSA Schedule orders and financial reports, recruiting support, development of job announcements and placement of advertising, resume screening, interviewing, reference checks, and resume re-formatting.

Raymond Huber graduated from Almeda University in 2001 with a Bachelor of Science in Business Administration.
