Steven Washington

Steven Washington is a partner and member of Chapman's Illinois Public Finance Department. He has more than twenty years of experience representing state and local governmental issuers, including state agencies, cities, counties, school districts, and other municipal issuers on a variety of public finance transactions. He also serves as borrower's counsel to not-for-profit organizations, including charter schools, private schools, and museums.

Steven has extensive experience serving as issuer’s counsel, bond counsel, disclosure counsel and underwriter’s and remarketing agent’s counsel on tax-exempt and taxable financings involving general obligation, limited tax, revenue, alternate revenue (or double-barreled), and refunding bonds. He serves as counsel to investment banking firms in the underwriting or remarketing of governmental bonds and routinely provides counsel on various securities law matters, including SEC and MSRB rules and regulations governing the municipal securities market and disclosure practices. He has also represented state and local issuers and investment banks on a variety of derivative and investment transactions.

In addition, Steven regularly serves as bond counsel and underwriter’s counsel on single family and multifamily affordable housing bond financings utilizing a combination of senior and subordinate debt and other structures to achieve an optimal securitization of project cash flows, including short-term, fully collateralized “cash-backed” tax-exempt bond financings, bond and loan conduit bank private placements, Freddie Mac tax-exempt loan or “TEL” financings, Fannie Mae “M.TEBs” financings and “total return swap” financings.

Prior to joining Chapman, Steven was a public finance partner at two large law firms and also served as chief of staff to the president of the Chicago Board of Education.
