Michelle Chappell Jenkins serves as the Assistant General Counsel of Policy at the Chicago Housing Authority since April 2024. Previously, Michelle held the position of Director of Legislative Affairs at the Illinois Department of Human Services from March 2023 to February 2024, where successful team management and policy restructuring were achieved. In prior roles at the Illinois Department of Juvenile Justice, Michelle advanced from Deputy Chief to Chief of Intergovernmental Affairs, leading legislative strategy and policy implementation. Michelle has also served as Lead Counsel for the Illinois Torture Inquiry and Relief Commission, focusing on investigations related to claims of police torture. Additional experience includes roles as Staff Attorney at the Cook County Chief Judge's Office and volunteering at various legal organizations, complemented by a Juris Doctor degree from the University of Illinois Chicago School of Law and a Bachelor of Arts in Political Science from Spelman College.
