Melvin F. Williams, Jr. serves as the Chief Legal Officer at Chicago Trading Company since June 2017, leading the Legal and Compliance functions and shaping the regulatory agenda. Previously, Melvin held the position of General Counsel at the U.S. Small Business Administration from 2014 to 2017, providing legal guidance for an agency supporting $130 billion in loans. Melvin also served as General Counsel and Corporate Secretary for Millennium Challenge Corporation from 2010 to 2014, advising on legal matters related to significant foreign investments. Before these roles, Melvin worked at Citi as Director and Counsel, focusing on insider trading prevention, and held litigation attorney positions at Morgan, Lewis & Bockius LLP and Debevoise & Plimpton. Melvin began legal career as a Judicial Law Clerk for the Honorable Consuelo Bland Marshall. Melvin holds a Juris Doctor from Harvard Law School and a Bachelor of Arts with Highest Distinction in Political Science and Government from the University of California, Berkeley.
