Rachel Locke

Rachel Locke is an accomplished human resources leader currently serving as Vice President of People Success at Ciena since March 2017. In this role, Rachel develops and implements a comprehensive, agile, and people-centric framework to enhance individual performance and development. Previously, Rachel held several HR leadership positions at Ciena, including Senior Director of People Success and Senior Director of Human Resources for EMEA, where Rachel played a pivotal role in shaping business and people strategies to foster growth and transformation. Prior experience includes HR Director roles at BT Business and Public Sector, focusing on integration and cultural change during mergers, and as Senior Human Resources Manager at Openreach. Rachel began the HR career at GE Healthcare as European HR Manager. Rachel holds a Master’s degree in HR Management from Kingston University.
