Kathy Nesbitt

Kathy Nesbitt is the Executive Director of the Office of Human Resources for the City and County of Denver since January 2022, leading a team of over 120 HR professionals providing comprehensive services across various HR domains. Previously, Kathy served as Chief Operating & Strategy Officer at the American Diabetes Association from March to November 2021 and as Vice President of Administration at the University of Colorado from January 2015 to March 2021, where responsibilities included payroll, employment policy, and employee data management. Kathy also held the role of Executive Director of the Department of Personnel & Administration for the State of Colorado from January 2011 to January 2015, managing a classified workforce of 32,000 positions and multiple statewide services. Earlier professional experience includes HR Director and Attorney positions at Kaiser Permanente, Staff Attorney at Mountain States Employers Council, and EEO Investigations/Attorney at Qwest Communications. Kathy holds a Juris Doctor degree from Southern University Law Center, a BA in Sociology from the University of Colorado Boulder, and completed an Executive Program at Harvard Kennedy School in 2014.
