David McGinnis

David McGinnis has extensive experience in code enforcement and public safety, currently serving as the Director of the Special Investigations Unit for the City of Baltimore since January 2016. In this role, McGinnis investigates environmental and housing code violations, employing both scheduled and covert surveillance techniques. Prior to this position, McGinnis worked as a Code Enforcement Officer II for the City of Dover from October 2007 to December 2015, enforcing municipal codes and ensuring property compliance. Earlier in McGinnis's career, roles included Public Safety Officer at Delaware State University and Correctional Sergeant for the State of Delaware, focusing on campus security and correctional facility operations, respectively. McGinnis is an alumnus of Delaware State University.
