Joy Brown

Joy Brown is an experienced professional in public works and environmental compliance, currently serving as the Public Works Operations Manager for the City of Berkeley since October 2008. In this role, Joy manages various divisions, including Streets and Utilities, Equipment Maintenance, and Facilities Maintenance, while overseeing the implementation of a work order management system and fleet electrification. Previously, Joy held positions as a Senior Management Analyst, where responsibilities included aligning business needs with technology solutions and managing a successful reaccreditation process for the department, and as an Environmental Compliance Specialist at ACE. Additional experience includes roles as a Senior Underwriter at AIG and an Environmental Risk Analyst at United Airlines. Joy holds a Master’s degree in Environmental Science and Management from UC Santa Barbara and a Bachelor’s degree in General Biology from UC San Diego.
